Provides legal advice and guidance on highly technical power marketing issues. May prosecute or defend positions before the Federal Energy Regulatory Commission (FERC) and other administrative bodies, which may involve judicial and/or political action at the local, state, regional, and national levels. Oversees or involved with administrative and judicial hearings pertaining to power marketing issues, by leading the preparation, presentation, and arguing of said cases. Represents SWPA in legal proceedings before administrative bodies such as the FERC. Lays the groundwork for the Department of Justice (DOJ) attorneys in preparation of the Government's arguments in litigated cases. Principal attorney in charge, or provides oversight of the preparation and presentation of cases in legal proceedings before administrative bodies such as, Civilian Board of Contract Appeals, Equal Employment Opportunity Commission, Merit Systems Protection Board, Office of Special Counsel, or Federal Labor Relations Authority. Plans, organizes, coordinates, manages, directs, and reviews the execution of all functional assignments to the OGC. Supervises assigned staff, makes assignments, and discusses approaches, sources of information and other factors or problems that are new, complex, or novel. Assigns work to subordinates based on priorities. Reviews daily operations of the OGC for effectiveness and soundness of judgement. All candidates must have a professional law degree (LL.B. or J.D.) and be a current, active member in good standing in the bar of a State, District of Columbia, territory of the United States, or Commonwealth of Puerto Rico. Employees must maintain active bar membership while employed as an attorney with the Department of Energy. In addition, applicants must have:
Four years of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work; and One additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled (at the GS-14), providing legal advice and guidance to management, peers, and customers on various complex areas of law on behalf of a Federal agency/sub-agency or an organization in the Energy industry. Law experience must include the area of Power Marketing law. Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). Mastery knowledge of legal principles, precedents, and research techniques to render legal advice and assistance at the expert level of controlling statutes, regulations, and case law. Knowledge of public policy issues and political environment in which decisions are implemented. Skill in preparing and presenting complex material and issues to subject matter experts, administrative bodies, and non-specialists. Ability to analyze proposals, conduct extensive legal research and prepare effective memoranda, correspondence, and contractual documents and to examine witnesses as necessary. Mastery of a range of legal functions and subject matter specialties to include preparation of advisory documents, briefs, and/or trial cases for courts and administrative bodies in the fields of contract creation, revision, and implementation, property and real estate, acquisition and procurement of services or goods, human resources matters, policy creation, revision, and implementation, and specific related laws. Ability to prepare and communicate sensitive or complex information effectively and tactfully both in the performance of personal work as well as a supervisor communicating to subordinates. Ability to delegate and review work as both a technical leader and a supervisor over other legal professionals. Skill in dealing with voluminous information in many forms. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
