Records and Information Management Specialist

Serve as SWPA Records Program Manager and Information Collection Clearance Officer, responsible for planning, training, and administering the entirety of SWPA's records program regardless of medium or format. Serve as the SWPA technical expert on agency electronic and non-electronic records management issues. Prepare short- and long-range budgetary recommendations for all programs and functions within the Division. Formulate and project annual budget requirements for various expenditure categories such as operating and maintenance, services, equipment, program direction, travel, and training for consideration by the CIO and Senior Management. Monitor the IT Budget Status of Funds and identify the difference between appropriations, outstanding commitments, outstanding obligations, expenditures paid, expenditures unpaid, and funds that are available to commit (by each funding source and object code) for an annual budget of over $7M. Responsible for accurately projecting IT spending 5 years in the future based on actual expected expenditures. Coordinate with stakeholders internal and external to the Division in preparing procurement packages, including development of specifications, statements of work, Government estimates, justifications and other data to acquire a broad range of IT related software, technology, equipment, materials, services and supplies in compliance with Federal Acquisition Regulations (FAR) and the Federal Information Technology Acquisition Reform Act (FITARA). Serve as Contracting Officer's Representative as required for consulting, supply, and support service contracts. Serve as agency official for management of SWPA IT assets and property for which the Division is responsible. At the GS-12 level, the incumbent will perform similar duties but with more guidance and less complexity in a developmental capacity in order to prepare for work at the full performance level. One year of specialized experience equivalent to the GS-12 level with BOTH of the following elements:
Projecting the effects of budgetary actions on a budget of at least $1 million AND Administering and/or executing a wide range of records management duties in accordance with the Federal Records Act of 1950 and/or at a Federal organization. Examples of relevant work experience include planning, controlling, directing, organizing, training, and promoting best practices for records creation, maintenance, use, and disposition in accordance with Federal regulations. One year of specialized experience equivalent to the GS-11 level administering and/or executing records management duties in accordance with the Federal Records Act of 1950 and/or at a Federal organization. Mastery knowledge of established methods, procedures, policies and principles of the Federal Government sufficient to serve as the technical authority for a full range of duties involved in the development, review, management, and implementation of records management and directives activities. Practical knowledge of IT systems and software, and their administration. Comprehensive knowledge of Federal Budgeting processes and procedures necessary to follow and adhere to DOE and SWPA requirements. Familiarity with general accounting principles to create and update federal budgets, decision templates, accruals and projected expenditures Thorough knowledge of a wide range of purchasing methods, principles, and practices as related to IT assets and services to allow proper application of FAR and FITARA GS-12:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
