HUD-VASH Housing Specialist Social Worker

Some of the duties to accomplish this task include, but are not limited to the following:
Reviews referrals from HUD-VASH case management staff, identifying veteran preferences and any known barriers to facilitating housing placement. Conducts housing tours with referred participants, helping them identify potential housing placements and/or identifying other resources consistent with ending the individuals homeless episode. Facilitates landlord engagements and assists veteran with completion of rental application documents as necessary. Interprets VHA guidelines and eligibility requirements and assists clients with completion of Requests for Proposals/Scheduling Request forms. Employs expert knowledge of supportive counseling techniques and implements clinical interventions in working with individuals and families to achieve treatment goals. Reviews HUD-VASH interest list to evaluate potential for diversion to other resources, taking into consideration barriers including but not limited to criminal history, financial status, specifics of rental history and/or evictions. Participates in the community's case conferencing process within the CoC's Coordinated Entry System to help evaluate and coordinate access to appropriate system supports. Coordinates with the multidisciplinary HUD-VASH teams to link team discussions to the community's case conferencing discussions, ensuring continuity of care for Veterans experiencing homelessness in addition to complex physical and mental illness, including those at risk for suicide. Plans, develops and maintains a network of relationships with community resources and other advocates for the homeless to effectively screen and identify housing resources for veteran members of the homeless population. Develops professional relationships with local landlords, property managers, and housing navigators. Cultivates partnerships for developing housing stock opportunities within the community. Demonstrates knowledge of HMIS and HOMES data standards, data sharing and privacy authorities, HUD guidance, and other applicable documents or established guidance. Maintains metrics within program ACCESS system to aggregate and analyze housing data within specialized field of service. Enters housing placements in community's HMIS system, as directed by supervisor and as appropriate to client release of information. Demonstrates ability to evaluate system data, design and recommend system changes based on findings, thus expanding knowledge within the profession. The HUD-VASH Housing Specialist is able to provide subject matter consultation to colleagues and students related to the clients served in the area of homeless services. The incumbent is able to render professional opinions based on experience and expertise on topic matter and knowledge of effective social work practice skills within this scope of practice. Actively participants in Homeless Program and HUD-VASH Program meetings and conference calls. Maintains familiarity and responsibility for all performance measures relating to the HUD-VASH Program. Adheres to national and local policy and procedures for the HUD-VASH Program, including requirements to maintain positive CARF and Joint Commission accreditation. Willingly accepts additional and special assignments that are necessary to meet program goals or customer needs. Work Schedule:

United States Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education:
Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure:
Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. Preferred
Experience:
1 or more years post LCSW licensure experience in HUD-VASH In addition to meeting the basic requirements, applicants must meet the following grade determinations:
Grade Determinations:
Experience, Education and Licensure-Appointment to the GS-11 grade level requires completion of a minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings, (VA or non-VA experience) and licensure or certification in a state at the independent practice level. In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting. In addition, the candidate must demonstrate the professional KSA's below:
(a) Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services. (b) Skill in independently conducting psychosocial assessments and treatment interventions to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds. (c) Knowledge of medical and mental health diagnoses, disabilities and treatment procedures (i.e. acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology) to formulate a treatment plan. (d) Skill in independently implementing different treatment modalities in working with individuals, families, and groups who are experiencing a variety of psychiatric, medical, and social problems to achieve treatment goals. (e) Ability to provide consultation services to new social workers, social work graduate students, and other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment.
