Public Utilities Specialist

At the FPL, the Public Utilities Specialist is responsible for the development of Southwestern Power Administration's (SWPA) marketing policy, and the development, negotiation, and administration of individual SWPA power marketing contracts, and the implementation of SWPA's power marketing policy through those contracts. Customer Contract Development - Develop contract negotiating strategy and the SWPA contracting position, and present to management for each assigned contract. Develop and negotiate original contracts, amendments to existing contracts, and other agreements with public and private organizations for the sale, purchase, or interchange of electric power. Customer Relations - Promote good customer relations, attend meetings with customers, customer groups, arid/or potential customers to discuss needs, develop criteria for power supply, develop and explain contract provisions and procedures used in administering the contracts. Policy Development and Implementation - Recommend revisions to established contract criteria based upon changing laws and/or policies, regulations, and conditions. Analysis - Initiate, review, and analyze various engineering studies and recommend auxiliary to the basic power contracts. To qualify at the GS-11 level applicants must possess one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is defined as:
assisting in the researching, analyzing, and developing the implementation of policy for federal resources. As well as experience in at least 1 of the following:
the electric power market, customer interaction and communications, electric power generation or power sales contract development and negotiation. -or- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. To qualify at the GS-12 level applicants must possess one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as:
Experience in project management. As well as experience in 2 following:
the electric power market, utility customer service, and power contracts (development, negotiation, preparation review, and management of contract documents). GS-13:
To qualify at the GS-13 level applicants must possess one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as:
Experience serving as a public utility specialist (or like position) in contracting, power marketing and customer service. Experience in project management of multiple projects. As well as experience in reviewing power contract documents and recommending revisions to established power contract criteria based upon changing laws and/or policies, regulations, and conditions.
