Budget Analyst

If selected for this position as the Budget Officer, you will join a well-respected team in the United States Attorney's Office for the Northern District of Oklahoma (USAO) that provide a wide range of routine administrative and analytical duties for administering the office's financial management program; responsible for management and control of the office's short and long-range budget; maintaining a comprehensive program to include budgeting, accounting, internal controls and financial reporting; advising on the proper and effective utilization of financial resources in accordance with a wide variety of laws, regulations, policies and procedures. The incumbent will be responsible for typical work assignments that will include:
Developing, planning, implementing and maintaining a comprehensive financial management program that involves both short and long-range programmatic plans and the annual budget. Advising top management on programmatic effectiveness relative to planned financial objectives. Acting as technical authority on financial management principles, governing regulations, policies and principals. Preparing annual administrative budgets and budget estimates. Advising management on the planning and development of budget requirements. Ensuring obligations, expenditures, and unobligated orders and available balances are valid and supported. Managing the certifications of obligations for the office. Serving as certifying officer for the payment of goods and services. Providing technical guidance, advice, and assistance to Administrative Officer and U.S. Attorney in the identification of future resource requirements, and in the planning and development of future budget requirements. Responsibilities will increase and assignments will become more complex as your training and experience progress. GS-11:
To be eligible at the GS 11 level, you must meet at least ONE of the following conditions, as defined below:
Specialized Experience, Education, OR a combination of Education and Experience. Specialized
Experience:
At least one full year of specialized experience equivalent to the GS-9 level in Federal service. Specialized experience is defined asexperience performing budget or financial management work which demonstrates an intensive knowledge of budget and finance policies, principles, and practices sufficient to manage the budget process including formulating and executing the budget; overseeing financial management operations; conducting audits, tracking funds, and developing statistical reports. Education:
One of the following types of education in a closely related field (e.g., Accounting, Financial Management, Public Administration, Business Administration):
a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree. Combining Education and
Experience:
Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. To calculate your percentage of graduate education, first determine the total number of graduate hours that exceed 36 semester hours (or your school's definition of two years of graduate study), then divide the total number of your excess graduate semester hours by 36 (or your school's definition of two years of graduate study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%. GS-12:
At least onefull year of specialized experience equivalent to the GS-11 level in Federal service. Specialized experience is defined as experience performing budget or financial management work which demonstrates an intensive knowledge of budget and finance policies, principles, and practices sufficient to manage the budget process including applying the policies, precedents, regulations, and processes of budgeting to managing the budget process; auditing expenditures, utilizing an automated financial management information system to enter financial data, track funds, and develop reports; and applying financial management techniques such as accrual theory, internal controls, and interpretation of financial reports and basic accounting principles. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
