SECURITY SPECIALIST (TRAINING SPECIALIST) (Title 32)

This position is located in an Air National Guard Wing (ANG), Mission Support Group, Security Forces (SF) Squadron. The primary purpose of this position is to serve as the subject matter expert in managing the SF Squadron program to include Air Expeditionary Force (AEF) deployments, formal training programs, and readiness and emergency management. Provides guidance and recommendations to the squadron commander on all aspects of SF programs for military personnel management, budget and management analysis, training, and training resources for drill-status personnel. Reviews all operations, mobility, contingency, and exercise plans to ensure combat readiness for the SF Squadron. Analyzes exercise and contingency plans to determine required SF actions in support of mission requirements. Evaluates all equipment, manning and training requirements to meet wartime, contingency, deployment, and pre-planned tasking. Coordinates with other base organizations on applicable plans. Manages the development of plans for deployment, disaster preparedness, base recovery, contingency response, and other related plans. Prepares, updates, and reviews the SF portion of the base deployment, disaster preparedness, base recovery, contingency response, and related plans. Responsible for proper security, classification, and storage of classified documents. Compiles information by identifying shortfalls and recommending corrective actions to Status of Resources and Training System (SORT) monitor on the status of SF personnel and training in all three classified reports. Oversees the coordination, review, and implementation of SF manning authorizations and military personnel assignments. Creates and implements the unit Force Management Plan for all Unit Type Code (UTC) teams as directed by MAJCOM. Recommends organizational change and identifies needs or problem areas. Initiates operational and administrative actions in support of unit manning authorizations and coordinates with base training, recruiting, and ANG NGB/A7S. Reviews Force Package and UTC posturing. Monitors personnel who are affected by Air Force (AF) Specialty conversion actions and makes team assignments. Implements change to the mobility requirements and resource roster. Serves as the SF commander's key staff member responsible for the overall management of the unit-training program by overseeing the planning, organizing, directing, operating, and evaluating all unit training related items. Must make instant decisions and select a course of action under high stress conditions. Serves as a training consultant to all unit members and determines if quality-training programs are in effect within all sections. Communicates effectively, orally and in writing, to prepare and present briefings, coordinates planning efforts and manages program activities. Implements and manages training programs, policies, and procedures, as directed by higher headquarters, commanders, and Base Training. Serves as the subject matter expert and consultant to the unit commander on all matters pertaining to the availability and management of the SF training program to meet the needs of the organization and mission. Develops and coordinates the implementation of the SF training plan. Establishes and coordinates training classes and programs with units and related base organizations. Develops, administers, and oversees the management of the unit's training programs to supervisors. Instructs supervisors and trainers on the concepts, scope, and objectives of training programs. Monitors the training necessary to ensure understanding of the AF management system. Provides guidance to section supervisors in the selection of Enlisted Specialty Training (EST) trainers and task certifiers. Instructs and coordinates train-the-trainer and task certifier courses for personnel. Administers the SF Squadron EST program which includes management, qualification, upgrade, job knowledge, proficiency, professional development, and general military training. Military Grades:

Experience:
Serves as the subject matter expert in managing the Security Forces Squadron program to include Air Expeditionary Force deployment training and formal skill development training programs. Provides guidance and recommendations to the squadron commander on all aspects of military personnel management, budget, and training analysis to support Security Forces operational programs, as well as, training and/or training resources to drill status personnel. The organizational location of this position is in the ARNG (Plans, Operations, and Training Office) and ANG Security Forces units. To qualify an applicant, apply and evaluate the applicant's competencies, experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following six basic qualification criteria are required to successfully meet the basic qualification factors within an applicable career level in one of the seven specified security program disciplines:
- Skilled in collecting and analyzing data effectively, efficiently, and accurately; - Ability to clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication; - Ability to write English in reports and presentation formats; - Ability to communicate -orally and in writing- clearly and effectively; - Ability to assess body language and perceive immediate risk levels; and, - Skilled in applying procedures and directives by reading and interpreting technical material. Experience:
To qualify for the GS-09 Intermediate career level in the Security Administration Series GS-0080, the applicant must have at least 12 months experience in the security career field, to include technical training schools and drill-status working experience. Security Forces and Intelligence training experiences are not required for individuals performing Chief of information Protection duties/responsibilities; Security Officer duties/responsibilities; or, Special Security Representative duties/responsibilities. Experienced in commonly used methods, procedures, regulations and other guides that relate to training programs within the applicable Security Forces career field. Have the knowledge and skill to apply analytical and evaluative techniques to the identification, consideration, and resolution of program related issues and problems. Skilled in developing, analyzing, and evaluating security training programs to meet mission requirements and improve the security-training program for the installation. Skilled in defining problem areas and in application of conventional training program management principles and concepts. Experienced in the logistics plans and support functions that interrelate with the Security Forces work requirements. Ability to communicate effectively and clearly both verbally and in writing. Knowledgeable and understands the National Guard and gaining command organizational structure, missions and responsibilities. Knowledgeable of Security Forces reports and analysis functions of information, industrial, and personnel security concepts, principles, and practices to participate in the planning and implementation of security training programs in these areas. Ability to establish effective working relationships with Security Forces branch/section chiefs, contributing to a cooperative work environment and successful accomplishment of the mission. Skilled and competent to instruct training courses in a classroom seminar setting. Knowledge of applicable law enforcement and military security, along with Federal and DoD rules, regulations, instructions, practices, principles and procedures including force protection, integrated base defense, anti-terrorism and physical security. Knowledgeable of Security Forces procedures and operating methods to perform the full range of Security Forces activities independently to include protection level resources, installation entry control, armed response and dispatch. Competent to independently manage all training of the Security Forces unit seeking guidance from Security Forces Commander only on new and/or unusually complex issues. Able to perform training duties with a significant degree of independence in planning, organizing and directing the activities of the Security Forces unit. Experienced in conducting training and educational assignments; handling problems and deviations, or resolving most problems in accordance with instructions, policies, regulatory/agency guidance, previous training and/or accepted unit administration practices. Plans and organizes appropriate Security Forces programs, defines projected scope, and coordinates with staff and management on training requirements. Experienced in developing training lesson plans and timetables under general guidance to meet technical soundness, appropriateness, and conformity to mission policy and requirements. in detail. Experienced in applying National Guard, gaining command, and local unit regulatory requirements and policies governing training and operations for contingency bed-down, sustainment, survivability, and recovery operations. Skilled in utilizing judgment to interpret guidelines, policies, regulations, precedents, and work directions for application to specific cases or problems. Competent in completing assignments that involve different and unrelated processes and methods. Able to complete assignments that typically involve support problems or program requirements that are stable, generally predictable, and without serious conflict. Capable of completing assignments that involve ascertaining and analyzing the interrelationships and roles of the logistical and support functions involved, and the impact of problems and solutions on functional areas. Knowledgeable of established and accepted regulations, criteria, and policies to logistical problems and issues encountered in independent assignments for a Security Forces unit to ensure adequate training and resources are available for contingency bed-down, sustainment, survivability, and recovery operations. Work experiences produced training programs through effective and efficient planning and implementation of any particular mission. Experiences included coordination and liaison with federal, state and local law enforcement agencies and intelligence organizations. Experienced in performing and enforcing Security Forces duties, that may included apprehending and detaining violators of laws, rules, and regulations and turning these violators over to the Federal or civil police or other law enforcement officers for arrest and posting of collateral. Knowledge of commonly used methods, procedures regulations and other guides that relate to training programs within the United States AF, ANG, and SF career field. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of program related issues and problems Skill in developing, analyzing, and evaluating security training programs to meet mission requirements and improve the security-training program for the installation. Skill in defining problem areas and in application of conventional training program management principles and concepts.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
