_WHO WILL BE CONSIDERED:_ This position is only open to all current members of the Oklahoma Air National Guard assigned to the 138th FW.
Relocation allowances will not be paid due to the lack of funds
_NATIONAL GUARD MEMBERSHIP REQUIRED:_ This is an excepted position that requires active membership in a compatible skill in the Oklahoma Air National Guard and the wear of the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.
_MILITARY REQUIREMENTS:_ Selected candidate will be required to be in a compatible military assignment prior to effective date of placement.
Must currently be a member of the Oklahoma Air National Guard/138th FW United States Citizenship is required. Direct Deposit is mandatory. Individuals on incentive bonuses may be subject to recoupment.
_DESCRIPTION OF DUTIES:_ The purpose of this position is to assist the senior policy and planning specialist by performing the less complex tasks associated with the planning, development, management and enforcement of approved ANG and local information technology (IT) and communications architecture. Sixty percent of the work performed involves Information Technology issues and systems with the remaining forty percent involving telecommunications specific issues and systems.
_MINIMUM REQUIREMENTS:_ __ Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
_SPECIALIZED
Experience:_ The applicant must have experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process; and in work such as computer operator or assistant, program analyst or other positions that required the use or adaptation of computer programs and systems.
GS-07 - Must have at least 12 months experience , education, or training in translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes, and synthesizing the resulting data into charts showing information flow.

GS-09 - Must have at least 24 months experience , education, or training in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.
_KNOWLEDGE, SKILLS AND ABILITIES (KSA's):_ In the event there are more than 10 certified applicants, the following KSA's will be used to determine the best qualified applicants from which selection will be made.
1. Knowledge of, and skill in applying network principles and concepts; network equipment and tools; systems administration methods and procedures; customer support principles; IT security principles; troubleshooting methods; and communication methods and techniques sufficient to assist in implementing and maintaining network and systems services; monitor network and systems performance and troubleshoot minor problems; and provide guidance and training to customers in accessing network and systems services.
2. Knowledge of, and skill in applying IT concepts; program management principles; communication techniques; and analytical reasoning sufficient to provide input to drafting position papers on IT issues such as policy implications of new business strategies; e.g., e-Government, knowledge of management, and paperwork elimination; identify relevant information including industry standards and practices; present alternatives; make recommendations; and assist in implementing decisions.
3. Knowledge of, and skill in applying IT concepts; program management principles; communication techniques; and analytical ability sufficient to monitor state-of-the-art IT developments; and make recommendations on how to address trends and new technologies within the context of agency policies, plans and management strategies.
4. Knowledge of and skill in applying IT concepts; program management principles; communication techniques; and analytical ability sufficient to monitor changes in Federal legislation and agency guidance, policy, regulations, and directives for potential impact on organizational policies.
5. Practical knowledge of commonly applied telecommunication principles, concepts and methodologies in performing independent work involving specified segments of large projects or taking full responsibility for well-defined projects requiring knowledge of standardized telecommunication approaches, methods, and techniques. Skill in weighing the impact of variables such as cost, variations in electronic and other equipment characteristics, equipment availability, and the kinds of communication required such as voice, text, and/or data.
6. Knowledge of standards, criteria, equipment or techniques to resolve well-defined questions or conditions. Knowledge of standardized telecommunications equipment, services, and processes or established variations is used to review existing contractual relationships for equipment and services, network requirements, compatibility with established long distance commercial telephone systems, protocol requirements, and on-line security protection.
7. Knowledge of operating characteristics and operability requirements for a variety of specialized communications systems such as office automation networks, satellite and video telecommunications, and digital networks.
8. Knowledge of the organization's policy and planning formulation process along with is missions, goals, and objectives to implement IT and communications policies and plans. Knowledge of organizational acquisition requirements, budgetary techniques, and financial status sufficient to identify needs and recommend adjusts of IT funding priorities. Ability to stay well informed on rapidly changing technology, to evaluate its possible impact on organization missions, and to develop plans to satisfy requirements.
9. Knowledge of DoD, Air Force, and ANG communication regulations, services and instructions to ensure telecommunications services are in compliance with applicable regulations and instructions. Knowledge of the DoD, Air Force, and budgetary system/legal requirements and how they apply to planning and programming of communications systems.

_SUBSTITUTION OF EDUCATION FOR SPECIALIZED
Experience:_
For the GS-5 level (6 months credit), a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements.
At the GS-7 level (12 months credit), one full year of graduate level education or superior academic achievement.
At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
