Summary:
Applies professional/managerial principles and judgment, within overall direction established by senior management. Solves complex technical or strategic problems; applies technology or business approaches in new ways; develops and recommends new alternatives. Frequent interaction to provide detailed procedural explanations or technical responses and/or occasional contact to negotiate basic agreements Manages the planning, design, implementation, maintenance, and administration of compensation, benefit, leave and risk management programs in order to maintain the Agency's objectives and ensures full compliance with all applicable laws, regulations, and policies (ERISA, HIPPA, SPD, DOL, IRS, etc.). Supervise and coach Benefits Coordinator to ensure the highest standards of customer service are being offered to internal and external partners.
Responsibilities/
Essential Functions:
Benefits
Develop strategies to provide compensation and benefit programs that are competitive, cost-effective and consistent with the Agency's objectives
Negotiate and manage relationships with insurance carriers, consultants, actuaries, brokers, record keepers and third-party administrators
Develop and implement comprehensive health and wellness strategies and programs
Manage worker's compensation program including the development and implementation of processes and procedures to achieve cost containment and cost reductions
Serve as backup for Benefits Coordinator to counsel employees regarding benefits programs, enrollment, eligibility and coverage. Acts as an advocate to resolve benefits claims for employees and HR management
Conduct Benefit Compliance: Plan Audits/Form 5500 filings/Distribution of SAR's/Coverage & Non-Discrimination Testing, ensure compliance with ERISA, HIPPA, and SPD's
Oversee the coordination of communication with staff to conduct annual open enrollment to employees and provide guidance to ensure that communications related to benefits are accurate, professional and timely
Maintain relationships with benefit brokers and vendors to ensure a high level of employee satisfaction and service
Oversee the administration of FSA/COBRA plans where necessary. Reviews payment of premiums and administrative fees for insurance vendors. Obtains approval from HR Director and ensures all invoices are processed through accounting
Complete all required reporting to include but not limited to 5500s for all benefit plans. Perform non-discriminating tests on retirement and cafeteria plans to ensure regulation compliance
Compensation
Provide guidance on compensation-related questions to the HR team and supervisors/managers
Coordinate the approval and processing of increase requests
Maintain and updates compensation policies and procedures in accordance with design changes
Utilize HRIS extracts to compile data and provide on-going compensation reporting as required
Maintain accurate information within the HRIS related to compensation administration (i.e., grade assignments, ranges, etc.). Work with HRIS team regarding updates and/or corrections of such data
Develop all job descriptions and conducts job evaluations on existing and proposed jobs according to Agency compensation program
Research, gather, and analyze market data to assess external competitiveness; makes recommendations to create differential ranges needed based on geography, rapid growth jobs, etc.
Perform other related duties as needed
Required Education/Experience
Bachelors Degree in HR, Business Administration or related
Five years of prerequisite related work experience with emphasis on benefits, compensation, and leave management.
PHR/SPHR Preferred
Knowledge/Skills/Abilities
Highly proficient computer skills including Word, Excel, database and HRIS with the ability to develop and analyze data in the spreadsheet and/or database
Proficiency with ADP Workforce Now or other similar HRIS application
Ability to simultaneously manage a variety of highly detailed activities
Excellent interpersonal skills and ability to work with all levels of the organization while maintaining a high degree of confidentiality
Demonstrated ability to meet deadlines, work independently, think creatively, problem-solve and investigate thoroughly
Proactive, empirical, data driven decision making
Strong leadership, organizational and time management skills
Advanced knowledge of ERISA, applicable sections of the Internal Revenue Code and Department of Labor Regulations, and a thorough understanding of plan documents, plan administrative and operational requirements.
Essential Physical & Mental Requirements
Employee is subject to standing, stooping, walking, lifting, and carrying objects throughout daily job performance. Work is a normal office environment. Intermittent effort involving lifting of amounts between 5 and 25 pounds required. Work requires moderate attention to detail and deadlines between 15% and 45% of the time. Driving is required intermittently.Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
